21:58 sivoais It's using resources from multiple institutions to build software. That software can then be customised.

21:59 sivoais everything is run under a "virtual organisation" that has members from each organisation
21:59 sivoais and to be part of the the virtual organisation, you have to pay to sustain development
22:00 sivoais sort of like W3C, but more than just making standards
22:02 sivoais It's just another name for large-scale OSS development. It just formalises the process.

22:06 sivoais I suppose that it also acts as a way for tracking money and other resources. Which makes the higher-ups happy.
